Clifford Godfrey
Deputy Executive Director
Clifford Godfrey is an experienced public housing leader with a proven track record of securing and managing Choice Neighborhoods grants and leading large-scale community redevelopment projects. As Deputy Executive Director at Trenton Housing Authority (THA), Mr. Godfrey oversees daily operations including property management, maintenance, risk management, and IT systems.
Mr. Godfrey has been instrumental in securing over $10 million in HUD grants, including two Choice Neighborhood Planning Grants. He played a vital role in the Newark Downtown Redevelopment Plan and Daytona Neighborhood Revitalization Plan—leading cross-functional teams, building partnerships, and managing complex redevelopment projects.
At Newark Housing Authority as Chief Operating Officer, Mr. Godfrey managed a $46 million capital budget and significantly improved Section 3 hiring and contracting, receiving national recognition. He led major rehab and new construction of community assets including the Waterfront Center, TREC Center, Club House, and Millennium Way Community Center.
Previously as Chief of Operations, Mr. Godfrey directed services for 13,000 public housing residents, overseeing $20M safety/security and $14.5M modernization budgets. He established strategic plans for capital investments, asset management, lease compliance, and property improvements.
Mr. Godfrey has led the development of IT solutions for real estate/inventory management and data auditing. He has built high-performing teams to plan, implement, and manage large-scale redevelopment programs improving outcomes for residents and communities.
Mr. Godfrey holds a BS in Business and Technology with a concentrating in Finance Engineering from Stevens Institute of Technology. His experience makes him uniquely qualified to lead transformative community investment projects.
