Chrysti Huff
Director of Redevelopment
Chrysti Huff has over 18 years’ experience as a skilled program and project manager in public administration. She has extensive experience involving several HUD programs such as Choice Neighborhood Planning grant, HOPE VI grant, Section 3 programs, Home Investment Partnership program (HOME), Community Development Block Grant (CDBG), etc.
At the Trenton Housing Authority (THA), she is responsible for the coordination and implementation of public housing redevelopment projects involving Low Income Housing Tax Credits (LIHTC), Federal Home Loan Bank (FHLB), and HUD’s Rental Assistance Demonstration (RAD) program. Ms. Huff oversaw the HUD Choice Neighborhood Planning process that developed a comprehensive neighborhood Transformation Plan with focus on Donnelly Homes and the North Trenton-Battle Monument neighborhood. Ms. Huff managed THA’s first HUD Rental Assistance Demonstration (RAD), a $27M newly constructed development that converted a 159-unit public housing development into a 77-unit multi-family affordable rental development.
Ms. Huff successfully administered a $22M HUD HOPE VI grant for housing development and community supportive services programs. The HOPE VI project totaled $60M and was highly successful, receiving numerous national awards. In addition, Ms. Huff administered the local Section 3 program which involved providing employment and contracting opportunities for local low-income residents and businesses and this program was awarded the 2014 Section 3 award by the National Association of Housing and Redevelopment Officials (NAHRO).
Prior to her tenure at the THA, Ms. Huff was employed by the City of Trenton as a Project Coordinator in the Department of Housing and Economic Development. There she managed numerous housing new construction, rehabilitation and revitalization projects and assisted developers in navigating local, state, and federal rules and regulations related to affordable housing development.
Ms. Huff began her career as an Industrial Engineer in the Richmond, VA area before returning home to Trenton, NJ to work as a Senior Engineer at Trenton Water Works. She holds several certifications including Housing Credit Certified Professional and Economic Development Finance Professional (EDFP); Public Housing Authority Executive Director Certification; Construction Project Management Certifications; HUD Certified HOME Program Specialist; Public Housing Manager; Low Income Housing Tax Credit Compliance.
Ms. Huff holds a Bachelor of Science degree in Industrial Engineering and a Master of Science degree in Engineering Management, both from New Jersey Institute of Technology.
