The Office of Procurement and Contracts is responsible for the acquisition of all goods and services for the Trenton Housing Authority.  It is the mission of the Office of Procurement and Contracts to provide control over the Housing Authority's procurement process by executing effective, efficient and uniform methodologies that ensure compliance with all federal and state regulatory requirements.

 

 

Process and forms

 
The Trenton Housing Authority is required by law to obtain the following forms from all vendors prior to the award of a purchase order or contract:

 

  • Federal W-9 Request for Taxpayer Information 
  • New Jersey Business Registration Certificate issued by the Department of Treasury 
  • Certificate of Insurance Liability

 

The forms that are required for participation depend upon the nature of the procurement.

As a rule, when the Housing Authority is soliciting a Request for Quote (RFQ), no forms are required prior to submission.  However, Request for Proposals (RFP) and Invitations for Bids (IFB) require certain forms. They will be furnished to you as part of the bid package. All RFP and IFB packages will contain information as to what forms and certificates are required.

Once submitted, the forms and certificates will be kept on file, you will not have to resubmit them, except in the case of certifications that expire, such as the Certificate of Insurance Liability.

Prior to the award of a purchase order or contract, all first-time vendors and contractors must submit a signed Federal W-9 Form, a copy of their New Jersey Business Registration Certificate, and their Certificate of Insurance Liability. Depending upon the contract or purchase order, other forms may be required, regarding political contributions ("Pay-to-Play") and affirmative action compliance.
